Ashland Water Works takes home submeter mobile mapping kit valued at $4,500!
LOUISVILLE, KENTUCKY — Eos Positioning Systems, Inc.® (Eos), the world’s leading manufacturer of Bluetooth® high-accuracy GNSS receivers for any smartphone or tablet, and Esri® announced today the 2018 KRWA Giveaway winner.
The winner is William “Andy” Guffey of Ashland Water Works in Ashland, Kentucky.

What Activities has Ashland’s SWMP Completed?
The MS4 Group has completed numerous activities as part of the SWMP. Several of these activities are performed on an annual basis while others are on-going.
A few of the activities and initiatives Ashland Water Works has participated in, as part of the SWMP, include:
- Public education on storm water quality
- Trash and debris cleanup
- Promotion of “green” initiatives with tree seedling distribution
- Participation in State Tire Recycle Program
- Offering residents recycling bins for dropoffs
- Mapping MS4 outfalls
- Reducing illegal discharges
- Managing runoff
- Managing culverts and channels
- Providing street sweeping

What does the 2018 KRWA Giveaway Winner receive?
Ashland Water Works won a submeter mobile mapping kit valued between $4,000 and $5,000. The kit includes high-accuracy mobile mapping hardware and data monitoring software from Eos, as well as data-collection software and mobile mapping platform access from Esri.
The combined solution, which is valued at approximately $4,500, includes:
- An Arrow 100 GNSS receiver with all accessories
- A security vest with backpack range pole
- A one-year ArcGIS Desktop License
- A one-year ArcGIS Online subscription
- Free access to Eos Tools Pro (for iOS and Android)

About the Ashland Phase II Storm Water Management Program (SWMP)
The City of Ashland is part of an SWMP, along with the City of Catlettsburg and Boyd County. Being a part of this urbanized area each entity is designated a small municipal separate storm water sewer system (small MS4) by the US Environmental Protection Agency (USEPA), subject to the Clean Water Act and the NPDES Phase II storm water program requirements. In the state of Kentucky, the Kentucky Division of Water (KDOW) under the Department of Environmental Protection is the administrator of the Phase II storm water program.
To meet these Phase II storm water program requirements Ashland, Catlettsburg, and Boyd County collectively called the “MS4 Group”, decided to join together in developing and implementing a comprehensive SWMP. An audit of City and County departments were conducted to obtain information regarding day to day operations and ongoing programs and activities as they pertain to storm water quality issues and the six minimum controls.
