From Paper Maps to GIS Success: EPWWS Modernizes Asset Management
How do you modernize a utility system built on paper maps and legacy records?
Learn how Wendy Garcia and the Eagle Pass Water Works System (EPWWS) team transformed asset management with high-accuracy mobile GIS. Serving more than 20,000 customers in South Texas, EPWWS moved from paper-based records to a connected GIS workflow using ArcGIS® Field Maps, Eos GNSS receivers, ArcGIS Pro, and the Skadi Smart Handle™.
By late 2025, the utility had mapped half its assets, established a dedicated GIS department, and dramatically improved how crews locate infrastructure, track progress, and respond to data requests.

Just Getting Started with GNSS?
Two new resources to help you choose
At Eos Positioning Systems, our goal is to have a conversation with every single person interested in using high-accuracy GNSS receivers. But sometimes, you want to research on your own before talking to a representative. So we’ve put together two new resources to help you begin your research.
GNSS Recommendation Tool
Answer a few quick questions to begin to understand which GNSS receiver might be a good fit for your needs. This is a starting point for deeper research and before speaking to an Eos representative.
Ebook: Choosing the Right GNSS Receiver
When you’re ready to dive deeper, this Eos GNSS ebook walks you through the key differences between Skadi® Series and Arrow Series® GNSS receivers.
Talk to an Eos Representative:
When your research is done, our team would love to talk to you about your specific needs. Connecting with an authorized Eos representative is free and easy; just fill out our web form, and the nearest representative will be in touch shortly!
Partner Story Spotlight: Chelmsford City Council upgrades its data capture solution with Skadi 100 and ArcGIS Field Maps
Chelmsford City Council transformed its asset management program by replacing fragmented records and institutional knowledge with a centralized, high-accuracy GIS database. Using the Skadi 100™ with ArcGIS Field Maps and ArcGIS Online, field teams can now accurately map assets and document critical activities such as gravestone topple testing, improving data quality, operational resilience, and long-term knowledge retention. Read the full case study from MGISS to learn how high-accuracy GNSS is helping the council modernize field data collection and asset management.
Current GNSS Satellite Status for October 23, 2026
Since last month: Total global operational orbiting GNSS satellites have not changed. This month, our team was not able to access the GLONASS constellation website.

Esri News for State and Local Government: Featuring Waller County’s Trustworthy Road GIS
As one of the fastest-growing counties in the U.S., Waller County, Texas, needed a more accurate way to manage roads, signs, culverts, and 911 addressing. Using ArcGIS and an Eos Arrow 100+® GNSS receiver, the county built a high-accuracy road inventory that eliminated outdated and nonexistent roads, mapped more than 4,000 signs and 1,800 culverts, and improved maintenance planning and emergency response. The new GIS helps staff prioritize road repairs, streamline operations, and provide better service to residents as the county continues to grow.
