Yes, you can by using the TCP server feature in Eos Tools Pro. Esri apps such as ArcGIS® QuickCapture and ArcGIS Survey123 have a TCP client that can connect to the TCP server in ETP. The TCP server enables access to the full location and GNSS metadata of your Arrow Series® GNSS receiver from multiple Esri apps simultaneously.
